In 2010, in a statement before the UN General Assembly on the situation in the Middle East, the deputy permanent representative of Cuba stated:
We reiterate the call on the international community to demand that the Israeli authorities immediately … open the border crossings and allow the free flow of supplies to and from the Gaza Strip. [Israel] … must guarantee permanent humanitarian access and comply with the legal obligations arising from the  Fourth Geneva Convention and relevant resolutions of the United Nations.
