Practice Relating to Rule 137. Participation of Child Soldiers in Hostilities
In 2007, in its comments to the conclusions and recommendations of the Committee against Torture, Nepal stated:
The security forces have not used children as spies or messengers. Since the United Nations Mission in Nepal has been entrusted with the task of monitoring and registration of the arms and combatants of the Maoists as per the  Comprehensive Peace Agreement between the Government and Nepal Communist Party (Maoist), it is understandable that no child soldiers can remain in the Maoist side as well.
