Practice Relating to Rule 47. Attacks against Persons Hors de Combat
Italy’s IHL Manual (1991) provides that grave breaches of international conventions and protocols, including “attacks against persons
hors de combat”, are considered as war crimes.
Italy’s LOAC Elementary Rules Manual (1991) provides: “A combatant who is recognized (or should be recognized) as being out of combat may not be attacked.”
Italy’s Combatant’s Manual (1998) instructs: “Cease to fight anyone who surrenders or is
hors combat.”
