Section A. Attacks which are not directed at a specific military objective
The Report on the Practice of Nigeria states: “Nigeria’s notion of indiscriminate attacks are those attacks or firepower directed against non-military objectives as found in paragraphs (f) and (g) of the [Operational Code of Conduct (1967)].”
The Report on the Practice of Nigeria states that it is the opinio juris
of Nigeria that “the prohibition of direct attacks on civilians and the adherence to the notion of abolition of indiscriminate attacks are part of customary international law”.
