Under Nigeria’s Military Manual (1994), starvation of the civilian population is prohibited.
According to the Report on the Practice of Nigeria, the government was accused of using starvation as a method of warfare during the Nigerian civil war (1966–1970).
The government denied the allegations.
According to the report, this denial confirms that Nigerian practice recognizes the protection of the civilian population against starvation. The report considers that Nigeria’s opinio juris
is that the protection of the civilian population against starvation is part of customary international law.
