Practice Relating to Rule 52. Pillage
The Central African Republic’s Instructor’s Manual (1999) states in Volume 1 (Basic and team leader instruction): “Soldiers must … respect …[civilians’] property and prevent it from being damaged or stolen.”
In Volume 2 (Instruction for group and patrol leaders), the manual states: “Respect the property of others. Pillage is prohibited.”
In Volume 3 (Instruction for non-commissioned officers studying for the level 1 and 2 certificates and for future officers of the criminal police), the manual states: “Pillage [is] prohibited”.
Also in Volume 3, the manual states: “The following prohibitions must be respected: … pillaging, even if the town or place in question is taken by assault”.
The Central African Republic’s Disciplinary Regulations (2009) states: “During combat, it is also prohibited for servicemen to … engage … in pillage, particularly of private property”.
