Practice Relating to Rule 20. Advance Warning
Somalia’s Military Criminal Code (1963) states:
[A] commander of attacking forces who, except as required by the necessities of military operations, fails, before beginning a bombing, to do everything possible to notify the authorities of the enemy stronghold, shall be punished by military confinement for up to three years, in accordance with the law and international agreements.
