Practice Relating to Rule 52. Pillage
Under Uganda’s Code of Conduct (1986), “theft of property” is a punishable offence.
Uganda’s Operational Code of Conduct (1986) provides: “The offence of undermining relationship with the civilian population shall include … stealing civilian property or food.”
The Code of Conduct further states:
The offence of personal interests endangering operational efficiency shall include … capturing from the enemy goods for personal use instead of capturing materials needed to help the war effort of the movement; failing to report and hand in goods captured from the enemy.
Uganda’s National Resistance Army Statute (1992) punishes any
person subject to military law who –
…
(d) breaks into any house or other place in search of plunder; …
(g) steals any money or property which has been left exposed or unprotected in consequence of war-like operations; or
(h) takes otherwise than for the service of the Republic of Uganda any money or property abandoned by the enemy.
