Practice Relating to Rule 146. Reprisals against Protected Persons
In its written statement submitted to the ICJ in the Nuclear Weapons case
in 1995, Malaysia stated that “civilian populations … should not be the object of reprisals” and that “attacks against the civilian population or civilians by way of reprisals are prohibited”. It referred to paragraph 7 of UN General Assembly Resolution 2675 (XXV) and Article 51(6) of the 1977 Additional Protocol I.
