Practice Relating to Rule 149. Responsibility for Violations of International Humanitarian Law
Mexico’s Army and Air Force Manual (2009) states that “article 3 of the [1907] Hague Convention [IV] provides that parties to the conflict are responsible for all unlawful acts committed by persons forming part of their armed forces.”
At the CDDH, Mexico stated: “The State was responsible for all acts committed by its bodies and not only for acts committed by persons forming part of its armed forces.”
