Practice Relating to Rule 157. Jurisdiction over War Crimes
In the Abilio Soares case in 2002, the Ad Hoc Human Rights Tribunal for East Timor stated:
[C]rimes against humanity charged in this case are included as international crimes that come within universal jurisdiction in which each perpetrator may be tried anywhere, without regard to locus tempus delicti
, and regardless of the nationality of the perpetrator or the victim.
