Finland’s Criminal Code (1889), as amended in 2008, provides that any person who “initiates an attack that causes … extensive, long-term and serious environmental damage that [is] clearly excessive in comparison with the anticipated real and direct military benefit” shall be “sentenced for a war crime
to imprisonment for at least one year or for life”.
