Practice Relating to Rule 38. Attacks against Cultural Property
Djibouti’s Disciplinary Regulations (1982) states: “Combatants must … spare buildings used for worship, art, science or charitable purposes and historic monuments, provided that they are not used for military purposes.”
Djibouti’s Manual on International Humanitarian Law (2004) states: “Cultural objects and places of worship are … protected.”
In 2010, in the History and Geography Textbook for 8th Grade, Djibouti’s Ministry of National Education and Higher Education, under the heading “Basic rules of IHL” and in a section on “Distinction”, stated that “[i]t is prohibited to … attack religious places, cultural and historical monumentsˮ.
