Practice Relating to Rule 20. Advance Warning
Cameroon’s Instructor’s Manual (1992) states: “Effective advance warning shall be given of attacks which may affect the civilian population, unless circumstances do not permit.”
Cameroon’s Instructor’s Manual (2006), under the heading “Regulations regarding the Means and Methods of Attack”, replicates Article 57(2)(c) of the 1977 Additional Protocol I on advance warnings in case of attacks that may affect the civilian population. It further states: “This rule is thus subject to the discretionary assessment of the belligerents.”
