Practice Relating to Rule 12. Definition of Indiscriminate Attacks
In its written statement submitted to the ICJ in the Nuclear Weapons (WHO) case, Sri Lanka stated: “The unacceptability of the use of weapons that fail to discriminate between military and civilian personnel is firmly established as a fundamental principle of international humanitarian law.”
