This Article relates to Article 104
of the Convention, which provides that the Internee Committees may receive goods sent and stipulates that "all material facilities" shall be granted them. At the station, when the relief arrives, the delegate of the Internee Committee will be able to check the quantity and quality of the goods; he will transmit his report to the donors. In case of loss or deterioration, the donors must, indeed, be able to claim the necessary compensation under their insurance contracts.
