[p.667] The present Article goes farther than Article 2
, authorizing the prisoners representative to withdraw certain articles of clothing from prisoners of war if other prisoners of war are in need. It Was necessary to give the prisoners' representative the necessary authority to do so because of the difficulties sometimes raised by prisoners of War themselves during the Second World War in this connection. It will be noted that the authority conferred on the prisoners' representative by this provision is broader than that in any other Article of the Convention.
