Commentary of 1960 

Prisoners' representatives are authorized to distribute collective relief to all persons administered by their camp, that is to say, also to prisoners of war in labour detachments which do not constitute separate camps, unless such prisoners of war have their own prisoners' representative (Article 18, paragraph 4 ). Articles 98 and 108 make provision for the case of prisoners of war undergoing disciplinary punishment or confined to a prison or penitentiary establishment.
