Commentary of 1960 

The present Article states that the "terms of service" of the persons concerned are to be settled by the International Committee of the Red Cross, in agreement with the Detaining Power. This means that the salary, insurance (life, health, accident) and travelling expenses will normally be paid by the International Committee, which will then claim reimbursement from the Detaining Power. Moreover, the members of Commissions will wear the military uniform of their home country after prior notification of the Detaining Power by the International Committee (1).
