Law No. 9515 on implementation of the Convention on the Prohibition of the Use, Stockpiling, Production and Transfer of Anti-personnel mines and on their Destruction was adopted by Parliament on 18 April 2006. The Law defines the national authorities and other entities responsible for implementing the Ottawa Convention of 3 December 1997. It prohibits the use, development, production, purchase, storage, stockpiling or transfer of antipersonnel landmines, as well as any assistance or encouragement of such acts. The retention, use, storage and transfer of a limited number of anti-personnel landmines is nevertheless permitted for the purpose of training in mine detection, mine clearance and mine destruction techniques. The Law stipulates that noncompliance with its provisions may constitute either a criminal offence under the criminal code (Article 278 of the Criminal Code) or an administrative violation punishable by a fine.
The Law also provides for international inspections and specifies the manner in which these may be carried out in cooperation with the national authorities concerned.
