The Act gives effect to Bangladesh’s obligations under the UN Chemical Weapons Convention (1993) and provides a legislative basis for its national implementation, including penal sanctions against violations of the Convention.

The Act also establishes a National Authority and a mandatory reporting system to that Authority for the chemical industry and any other institutions or individuals handling specified amounts of scheduled chemical substances. It allows for inspections by the National Authority, and by an inspection team to undertake inspections (routine or challenge). The Act, like the Convention, contains confidentiality provisions to protect the integrity of information gained.
