On 11 December 1990 the President of Benin promulgated the Constitution of the People’s Republic of Benin, which is the supreme law where fundamental rights and respective duties are established and the structure of the State is set. Title IX deals with Treaties and International Agreements, in particular, Article 147 establishes that ‘Treaties or agreements lawfully ratified shall have an authority superior to that of laws’.
